How much longer can America keep increasing productivity?美国的生产率增长还能持续多久?EVERYONE complains that corporate America is reluctant to hire additional workers. Far less attention has been paid to the flip side of the jobless recovery: the remarkable improvement in American productivity. How long can this continue? ;I see no limit,; says William Hickey, the boss of Sealed Air, a packaging-maker. ;Is he right to be so optimistic? American firms were slow to react to the downturn at the beginning of the century, and paid the price. They learned their lesson. When the economy slumped in 2008, they were much quicker to adjust. There was little of the fall in labour productivity that normally accompanies a recession, and this was not just a one-off ;batting average; effect (in which average productivity rises because the worst performers are fired). Rather, it was a productivity boost that has continued in defiance of expert predictions that workers can only be squeezed so hard for a short while. After falling in the first half of the year, American labour productivity (output per hour) was 2.3% higher in the third quarter of 2011 than in the same period a year earlier. This was the fastest quarterly rise in 18 months. Manufacturing productivity in that quarter rose by 2.9% compared with a year earlier. 2.9%。Americas productivity growth has been more robust than most other rich countries—a feat many ascribe to its flexible labour market and a culture of enterprise. Yet some analysts expect productivity growth to stall soon. Hard-pressed workers are feeling grouchy: workforce surveys report record levels of job dissatisfaction. Many firms have been ;starving the organisation to see how it can do with a lower cost structure,; says Carsten Stendevad of Citigroup, a bank. Unless the economy picks up, he predicts that productivity growth will slow in 2012. (He admits, however, that he wrongly predicted the same thing would happen in 2011.) Two things could keep productivity rising. First, workers are terrified of losing their jobs. This makes it easier to persuade them to put in extra hours or shoulder new tasks. Even in unionised firms, there have been reports of greater flexibility. Workers have been staying on the job longer rather than ;featherbedding; their hours by, for example, queuing up early to clock off as soon as the shift ends. Second, tough times are forcing firms to strain every brain cell to become more efficient. Sealed Air, for example, has made numerous incremental tweaks, such as upgrading a machine that makes absorbent pads for supermarket meat trays so that its output increased from 400 units per hour three years ago to 550—with the same number of workers. The willingness of firms to invest in such enhancements has varied enormously. Some would rather hoard cash or buy back their own shares than spend it on more efficient machinery or information technology. Yet there are signs that leading industrial firms are starting to increase their capital spending, says Jeff Sprague of Vertical Research Partners, a research outfit. In particular, he has noticed firms investing in ;debottlenecking; which, as its name suggests, means removing hold-ups in production processes, sometimes with an additional production line. There are hefty gains to be made from using more automation, says Mr Hickey, adding that although he worries about diminishing returns, ;we havent hit the wall yet.;Hickey说,更广泛地使用自动化技术可获得更大规模的收益,并坦言自己虽然担心收益止升回落,;但我们还没有触及增幅上限。;Service businesses, too, are wringing efficiency improvements from new technology. Hertz allows customers to rent cars at automated kiosks, just as airlines have for some time allowed passengers to check in without talking to anyone. Fast-food firms, such as McDonalds and Starbucks, are continuously innovating with their products and service. In short, the recession has forced American firms to become more muscular. This should help them thrive when the good times return. It should also give them an edge over foreign rivals. But all such advantages are temporary. As Mr Hickey points out, a factory that Sealed Air opened in Mexico was expected to be far less productive than one in America, but within four years had caught up.Hickey指出,宝廷在墨西哥的一家工厂的产能曾被认为会远远落后于其在美国的一家工厂,但四年之内,前者便追平了后者。 RICH rewards for departing bosses are not popular. After Sir Fred Goodwin led Royal Bank of Scotland into a ditch and dumped the bill on British taxpayers, he left with a pension of over pound;700,000 (0,000) a year. The Sun, a tabloid, said he had ;screwed the nation;. Yet golden parachutes have their uses. If well-designed, they align the bossrsquo;s interests more closely with those of shareholders. Suppose, for example, a takeover is brewing. Takeovers are usually lucrative for shareholders of the target firm: in America between 1990 and 2008, they have received a median premium of 35%. But the bossrsquo;s interests are quite different. If the firm is acquired, he is likely to be fired. A golden parachute can persuade the boss not to obstruct a takeover. But their notoriety dissuades firms from using them. Dirk Jenter of Stanford University and Katharina Lewellen of Tuck Business School find that golden parachutes are rarer and stingier than they should be. To test whether bosses block takeovers, they looked at what happens when they are nearing retirement, and therefore have no future career to sacrifice. Using data on American public firms from 1992 to 2008, they found that companies with a boss aged 65 or over were 50% more likely to be taken over. 50%。Another paper, by Eliezer Fich and Ralph Walkling of Drexel University and Anh Tran of Cass Business School, found that when golden parachutes are larger, proposed mergers are more likely to be completed, but buyers pay less for the shares of the target firm. The data from Mr Jenter and Ms Lewellen show that when the boss of the target firm is old, buyers pay an average premium of 26%. For younger bosses, the premium is 33%. This makes sense. If younger bosses are more reluctant to sell, it will cost more to overcome their objections. So boards must strike a balance. If the bossrsquo;s golden parachute is too miserly, he may block a deal that would benefit shareholders. If it is too generous, he may fail to negotiate hard with potential buyers. As with real parachutes, poor design can have serious consequences. 201201/168943Sprint is getting y to release the highly anticipated HTC EVIL 4G, Americas first 3G/4G Android handset. When you look at the EVIL 4G, the biggest thing youll notice is that it is a higher quality picture, its got more contrasts, more colour, and the sample is phenomenal. And you know really if you put these things side by side, you can really tell the difference, so we have manufacture this, this is very really the same faith for both the devices. That exercise is really amazing. Here, it is the Sprint HTC 4G EVIL which launches on June 4th for 199 dollars.

This is meant to show what a serious businessman he is. Still, eyebrows lifted when he didnt turn up at all to last weekends race at Hockenheim in Germany. An ongoing court case in Germany over a payment of m from Mr Ecclestone to a banker who was involved in the sale of Formula One to CVC Capital, a private-equity firm, in 2005 has put his future at the top of the sport in doubt. German media reported that, had Mr Ecclestone gone to Germany, he might have run into trouble.F1的掌门人伯尼#8226;埃克莱斯顿很少会在国际汽车大奖赛结束后逗留。 For CVC Capital, the uncertainty over Mr Ecclestone, who is 81, is becoming a problem. CVC took a huge risk in buying into the sport, at a time when several teams were threatening to break away and form a new outfit, in the hope of extracting a larger share of profits. The breakaway never happened and CVC profited handsomely. CVC had hoped to reduce its stake with an initial public offering (IPO) of Formula One on the Singapore stock exchange. However, in May it sold a total of 21% of the sport, for .6 billion, to three institutional investors: Waddell amp; Reid and BlackRock, both American asset managers, and Norges Bank Investment Management, Norways state money manager. Combined with cash from the business, the sale gave CVC a tasty 300% return on its original investment-though an IPO could have earned it more. Private-equity firms do not often have to deal with chaps like Mr Ecclestone, who has dominated the sport for decades. In CVC had to join an apology made by Mr Ecclestone for seeming to praise Adolf Hitler. Also that year Sir Martin Sorrell, the boss of WPP, an advertising giant, who sits on the Formula One Groups board, protested when Mr Ecclestone complained that a life ban from Formula One given to Flavio Briatore, Renaults team chief, for ordering a driver to crash, was excessive (The ban was overturned in 2010). Now CVC is waiting to see whether Mr Ecclestone will be charged in connection with the case involving the German banker, Gerhard Gribkowsky. On June 27th Mr Gribkowsky was found guilty in Munich of receiving corrupt payments, and given a prison sentence, which he is now appealing. According to people close to the sport, if the German authorities charge Mr Ecclestone with a non-trivial offence in relation to the payment to Mr Gribkowsky, (which he has admitted making, though he says he was being blackmailed), he will be permanently removed as chief executive of Formula One Group. CVCs managing partner, Donald Mackenzie, is said to be worried about how his possible departure might affect the business. The Formula One Group depends on reaching agreement with a dozen racing teams and the Federation Internationale de lAutomobile, which regulates racing. In the past Mr Ecclestone has handled the teams brilliantly, using divide-and-rule tactics to prevent any serious rebellion and to keep a large share of revenues for his firm. He maintains close relations with circuit owners and governments, which together make up the sports largest source of revenue, in the form of hosting fees. It is not obvious who inside the business could succeed him; Mr Ecclestone reportedly jokes that a number two could send faxes and bring coffee, but nothing else.CVC的合伙人之一麦肯齐,据说他很担心埃克莱斯顿可能的离开对商业带来的影响。 Mr Ecclestone is a skilled dealmaker; but he has missed out on two areas of opportunity for the sport. The first of these is the internet. Formula One has barely begun to develop its business online. Licensing Formula One brands and content to -games firms could generate pots of money, as could online betting. Second, Formula One has failed to establish itself in America, despite corporate sponsors need for exposure in the worlds biggest market. Partly because of the steep fees that Mr Ecclestone charges to host a Grand Prix, circuits often end up losing money and stop hosting the event; there has been no American race for the past five years. That will soon change, with Austin, Texas, hosting a race in November and plans for a Grand Prix in New Jersey in June 2013. Red Bull, a team owned by an Austrian energy-drinks firm, is said to be looking at launching a new “Stars and Stripes” Formula One team with American drivers. Local drivers boost audiences. Although losing Mr Ecclestone may not be as big a car crash as some fear, there are other risks for the company that sits atop the sport. The biggest is that the teams will demand more money. Without them, after all, there is no show, and they are the sports biggest cost. Over time, the racers have claimed an ever larger slice of the cake. In 2003 the teams collectively commanded an estimated 27% of the profits that Formula One derived from its three main businesses (hosting fees from governments, selling television rights, and advertising and sponsorship). In a new deal that lasts until 2020, now signed by nearly all of the teams, they will get 63%. 63%。And some people wonder if Formula One can carry on charging governments so much to host races. By expanding outside traditional markets in Europe, Formula One has been able to keep raising its fees; non-European governments such as Singapores or Indias pay two-fifths more on average to host Grands Prix than traditional markets. For now, demand from governments comfortably exceeds the number of racing slots available. Mr Ecclestone has no shortage of calls from countries such as C?te dIvoire and Bulgaria seeking the prestige of hosting a race. Soon, however, they may be calling someone else.

The world cotton market went nuts in 2011, with supply blips in some countries and high demand (partly from China) pushing global prices last year to their highest since the American civil war. After years of declining raw-material prices, clothes firms such as Gap announced profit warnings and saw their shares whacked. The agricultural divisions of two big trading firms, Glencore and Noble Group, were caught with their trousers down and lost money. Prices have collapsed since mid-2011, but after a roller-coaster ride everyone is jittery. China has been stockpiling a mountain of cotton, presumably to insulate its textile makers from shocks. India may in turn be worried that its own surplus is being whisked away to create a safety buffer for the Middle Kingdom. Hence the ban. A vicious circle of price rises, stockpiling and export bans does not make sense in the medium term for any commodity, whether cotton, onions or iron ore. It erodes confidence in supply chains and may dent overall production. Behaviour that may be rational for individual actors can cause chaos if everyone copies it. No one expects a nation to act for the common good, but it seems doubtful that Indias ban is even in its own narrow interests. Trying to keep prices low favours textile makers but is bad for farmers who grow the stuff. Indias agriculture minister says he was not consulted about the ban. Narendra Modi, the powerful chief minister of Gujarat, a state in west India, wrote to the prime minister, Manmohan Singh, that the ban was anti-farmer. Mr Singh has promised an immediate review. That seems likely to repeal the ban. But there may be damage to Indias reputation as a reliable supplier. As the news of the ban came out Australias agriculture minister had just launched a report predicting that Australia would double its cotton exports between 2010 and 2013. His view on Indias ban? Robert C. Byrd, doyen of the ed States Senate, died on June 28th, aged WHENEVER Robert Byrd walked the corridors and chambers of the Senate, he went in a crowd of people. Some were his constituents, in camouflage caps and T-shirts, gape-mouthed among the gilt and marble, come to talk to him about the problems of Marsh Fork Elementary School or their uncles black lung. But he also saw Henry Foote of Mississippi wielding his pistol, Sam Houston of Texas whittling wooden hearts for the ladies, and little John Randolph of Virginia strutting past with his hunting dogs; and Cicero in the shadows, and just behind him Cato the younger, whispering “I would not be beholden to a tyrant.” The Roman Senate fascinated Mr Byrd almost as much as the American. When it declined, the Republic fell. And why had it declined? Because it had become passive, failed to raise its voice; and especially because it had handed meekly to Caesar and Sulla the power of the pursestrings. Mr Byrd therefore spent his career—the longest Senate service in American history, incorporating six years as majority whip, 12 years as majority or minority leader and 20 years as chairman or ranking minority member of the Appropriations Committee—learning, describing and expertly applying the rules that kept the Senate a force in government. He was constantly alert both to executive overreach and to weakness in his own beloved chamber, “the anchor of the Republic, the morning and evening star in the American constitutional constellation”. Dignity was his byword: three-piece suits, velvet waistcoats and the rolling oratory of a man who had been a fine lay preacher before he left West Virginia. His courtesy was instinctive, his thank-you notes reliably there the next day. The point of all this, though, was to uphold the worth of the Senate. At meetings with the president he insisted on taking a staff person, because the president had one, and the branches were equal. He kept laptops out of the chamber, but voted for televised proceedings, so that the Senate would be visible to the people to whom it belonged. The constitution, as he reminded listeners, pulling it from his left breast pocket where he kept it over his heart, had made the American people sovereign and mentioned their Congress first. Now, like him, they had to revere and defend it. He grappled masterfully with 11 presidents, and liked them less as he got older. George Bush junior he detested, a reckless and arrogant man who, on Iraq, overrode the war-declaring powers of Congress while the Senate stood pitifully by. “In this terrible show of weakness”, Mr Byrd wrote, “the Senate left an indelible stain upon its own escutcheon.” Some Democrats pleased him little better. Though most of his 18,500 votes went with his party, he had an old southerners conservative streak, besides a West Virginians tenderness for coal-mining and steel-making; and party ran second to the Senate, in any case. Bill Clintons bid to seize the pursestrings from Congress in the 1990s with the line-item budget veto was opposed by Mr Byrd in 14 separate one-hour speeches, learned by heart, to slow up debate. He had filibustered before, the old-fashioned way: in 1964 for a straight 14 hours 13 minutes, to try to kill the Civil Rights Act. This he later regretted. He was sorry, too, that he found himself slipping into talk of “white niggers” and “race mongrels”, and that he was exposed as an active member of the Ku Klux Klan, charging 150 friends and colleagues membership and robe-and-hood hire to form a chapter in 1943 in Crab Orchard, West Virginia. He had briefly joined the Klan for its anticommunism, he explained, and for the platform it gave him, a mere butcher and fiddle-player, to organise people locally. This, with his spirited playing of “Rye Whiskey” and “Turkey in the Straw”, soon got him elected to the state House of Delegates in 1946, the US House of Representatives in 1952 and, by 1958, at 40, the Senate, which through almost nine terms he never left. Yet his heart was in West Virginia, a poor and backward state of mountains and coal mines, where foster-parents had brought him up without power or running water and he had finished college, in a decade of night classes, five years after he joined the Senate. His years on Appropriations were spent not just juggling favours and nitpicking on procedure, but also proudly channelling money to the hills and hollows: making gravel tracks into Robert C. Byrd Freeways, turning fetid lock-ups into Robert C. Byrd Correctional Institutions, setting up the Robert C. Byrd Green Bank Telescope to look at the stars. This, too, was what the Senate was for. On the mountain top在山巅上In one of his weekly online columns he mused on the beauty of mountains, where God had revealed himself to Moses and Elijah had challenged the false prophets of Baal. A blogger or two pointed out that the lopped-off, naked mountains in the south of his state owed much to Mr Byrds votes for uninhibited mining. He was unrepentant. Mining brought jobs, and burning coal kept America going. The people powered America; the Senate was the peoples house; and the man who preserved the Senate, in all its glory and prodigality and arcane complexity, was Robert C. Byrd, King of Pork and senator senatorum.
