Livni spoke at the start of a meeting Sunday with visiting U.S. Secretary of State Condoleezza Rice. Palestinians have bitterly complained about recent Israeli moves to add housing units to West Bank settlements, even as negotiators for the two sides are working for a peace accord by year's end, as pledged at last November's Annapolis conference. But at a joint press appearance with Rice as the Secretary neared the end of a two-day visit to the region, Livni noted that Israel dismantled its Gaza settlements in the disengagement of 2005, and said that settlements are no barrier to the broader peace process: I would like to say clearly that while negotiating the final status issues - the borders and territory of a future Palestinian state, we showed especially in the disengagement plan from the Gaza strip that settlements are not an obstacle when it comes to - well it was not a peace process - but when there was a need for Israel to withdraw and to send a message of peace, we also dismantled the settlements," said Tzipi Livni. Livni said the government of Prime Minister Ehud Olmert stopped building new settlements and confiscating land from Palestinians, and has no hidden agenda to effect a land grab before a peace accord is concluded. Earlier Sunday in Ramallah, Rice heard harsh criticism of Israeli policy from Palestinian Authority President Mahmoud Abbas, who accuses Israel of undermining peace talks by settlement building and refusing to remove hundreds of security checkpoints in the West Bank. Israel promised to remove 50 roadblocks during an earlier Rice visit in March, but Palestinians say many of those taken down were in remote places and their removal has not materially improved West Bank movement and access. Rice told reporters she had raised the checkpoint issue earlier Sunday with Israeli Defense Minister Ehud Barak and that she is interested in not just the quantity, but also the quality, of Israeli steps to improve the everyday lives of Palestinians. As to settlements, she said the ed States opposes action by either side that would prejudge the outcome of negotiations: The ed States continues to hold the view that settlement activity is contrary to Roadmap obligations, and continues to raise with the Israelis the importance of creating an atmosphere that is conducive to negotiations of the final-status agreement," said Condoleezza Rice. "And that means doing nothing certainly that would suggest there is any prejudicing of the final terms for final status negotiations." The Secretary took part in two trilateral meetings with Israeli and Palestinian negotiators. But she has avoided comment on the substance of the peace talks and scrapped plans to brief State Department reporters late Sunday. She scheduled a second meeting with Israeli Prime Minister Olmert for Monday before her scheduled departure for Washington. Olmert has become the subject of a police investigation on reported corruption charges, a development that could threaten the survival of his centrist coalition government. Rice told reporters the probe is an internal matter for Israel. She said had a very good discussion with Mr. Olmert Saturday and expects the dialogue to continue as the drive for a peace accord in 2008 continues.

Democrats are pushing their Republican colleagues in Congress to support environmental legislation. President Bush says lawmakers need to move quickly on a wide range of bills when they return to Washington this coming week from their Memorial Day recess. I hope members of Congress return rested, because they have a lot of work left on important issues, and limited time to get it done," he said. In his weekly radio address, Mr. Bush said Congress has failed to deal with issues including a free-trade agreement with Colombia, confirmation of the President's nominees for 350 federal positions, and funding for U.S. military forces abroad. Our troops in Afghanistan are performing with courage and honor, delivering blows to the Taleban and al-Qaida," he said. "Our troops in Iraq have driven al-Qaida and other extremists from sanctuaries they once held across the country, and are chasing them from their last remaining strongholds. Our men and women in uniform are risking their lives every day, and they deserve the resources and flexibility they need to complete their mission." Mr. Bush said he wants Congress to pass a war funding bill that is not full of unrelated domestic spending. The president's proposed free-trade agreement with Colombia was blocked in the House of Representatives, after U.S. labor unions complained that Colombian workers' rights are often violated. In the Democratic Party radio address, Barbara Boxer of California, who leads the Senate's environment committee, called on her fellow Senators to support legislation to fight global warming. The fact is that the overwhelming majority of scientists say that the earth is in peril, if we do not act now," she said. "They have told us clearly that more than 40 percent of God's creatures could face extinction if we do not act now." Boxer disputed industry claims that proposed limits on carbon dioxide and other greenhouse gas emissions could threaten the economy. She said the legislation would create millions of new jobs and move the ed States toward energy independence. The Senate is to begin considering the bill on Monday.

Chinese reports say the country's vast pool of cheap labor is getting smaller, which could hurt an economy that is heavily dependent on labor-intensive manufacturing. China's vast supply of low-cost labor has been the backbone of its rapid economic expansion in the past three decades. But according to a leading research organization, the Chinese Academy of Social Sciences, the days of a limitless oversupply of workers are coming to an end. The academy's research shows that China's rural labor surplus, the source of migrant workers for the country's factories, is about 50 million people - far less than the previously estimated 150 to 200 million. Jonathan Unger, director of the Contemporary China Center at the Australian National University, says fewer rural residents are willing to leave their farms today. This is partly because there are more employment opportunities in rural areas, and because agricultural prices have gone up. And at the same time taxes in the countryside, fees in the countryside have gone down because of new sets of government policies," he explained. "And so people are not desperately forced in the way they were five, six years ago to leave the farm in order to earn enough money for their families, in order to help support their families at home." The Chinese Academy of Social Sciences says another reason for the reduced labor pool is the country's population policy, which allows city dwellers to have just one child, and farmers up to two if the first one is a girl. A ed Nations study predicts that China's workforce will peak in 2015 and then gradually drop. Some of China's major manufacturing areas, such as Guangdong province, aly face labor shortages. Some economists think these shortages are, at least for now, a regional rather than a national problem. Sun Mingchun, an economist with investment bank Lehman Brothers in Hong Kong, points out that there are still millions of people in China who can not find work. The government has a goal of creating like nine million, ten million jobs per year," Sun said. "But if you look at the new increase last year - the increase was only six million. There are still three, four million people who can't find a job." The average monthly income of rural migrant workers has increased significantly in the past few years, going up 11-and-a-half percent in 2006 and 20 percent in 2007. Sun and Unger say the main reason wages have gone up is inflation, which means spending power has not risen as much. Rising labor costs and a shortage of workers in some areas are part of the reason that some foreign manufacturers have started to move production to other, cheaper parts of Asia, for example neighboring Vietnam. 200806/42723 What do we think Ben Bernanke is going to say today and how closely will the market be listening?First of all, the market is going to listen very carefully, and secondly, we have to compare what Bernanke is going to say when compared to the interest rates statement which was delivered last Wednesday. Now as you know, the interest rates statement was putting the Federal Reserve at a neutral interest rates stance. And I guess that after the statement have been released, there have been a lot of negative news, not so much on the economic front but it had been on the financial sector. So he is going to be asked by people participating in that joint committee, what the Fed believes is going on in the financial sector and he has to give an answer. I guess that overall, his statement today is going to be more dovish than the interest rates statement and that is going to be the key for the foreign exchange market. So I assume the US dollar has more weakness ahead.Well I was going to ask you, is there anything that he can say or indeed do that can stop this slide on the dollar?Well, we have to figure out where the problem is. We have so far a US-centered problem which has to do with the housing market and has to do with related financial sectors and mortgage market and so forth. And that means the ed States do need higher net exports as a buffer to support the economic growth to make sure that that economy is not slipping into a recession. What about the oil prices? We are seeing record highs once again today really gonna be touching clearly I would expect 100 dollars a barrel some time soon. How worrying is that?Well, as far, oil prices did not really play in a lot typically because oil prices are still lower in the real terms than they were in the 80s. So if you do the inflation adjustments, then the price of oil in the 80s was higher than the current oil price. That's smooth change when we are seeing oil prices moving above 105. The second point is that we are using less oil relative to GDP and relative to disposable income. But of course the pace of the increase is a matter of concern. It's working inflationary. It does paralyze central banks to some extent. And therefore, it is a point of worry and I am a bit surprised that the equity markets are holding up so well. We have to consider what are the economic consequences of that and obviously it does not look too good to if you have a forecast of rise of about 6 months or a year.Notes: Dovish: Dovish refers to an economic outlook which generally supports lower interest rates. Doves take the position that inflationary pressures are low enough for low interest rates to be desirable200807/43622哈尔滨省第七医院治疗不孕不育好吗哈尔滨市第十医院做药物流产多少钱
