(Applause.) Can everybody please give Lisbeth a big round of applause? That was a great introduction. (Applause.)Happy Halloween, everybody. I see a lot of you came as college students. (Applause.)AUDIENCE MEMBER: We love you!THE PRESIDENT: I love you, too. Those of you who have seats, feel free to sit down. Those of you who don’t, don’t. (Laughter.) I am not going to be too long. I’ve got to get back and trick-or-treat tonight with Michelle. Although, Malia and Sasha are a little old --AUDIENCE: Aww --THE PRESIDENT: It’s so sad. (Laughter.) I used to be able to -- we’d dress them up, and we still have the pictures. They’ll resent them later, but at the time they were fine with it. They were so cute.A good thing about being President is we never run out of Presidential Mamp;Ms -- (laughter) -- so we’re going to be giving those out.AUDIENCE: (Inaudible.) (Laughter.)THE PRESIDENT: You want some? Is that what you said? Only to kids. (Laughter.)We’re so proud of Lisbeth, not just for the wonderful introduction but for being so determined about her education. And she’s a really remarkable young lady. I had a chance to speak to her before we came out. It turns out she went to school with my niece and nephew --AUDIENCE MEMBER: Classical!THE PRESIDENT: That’s right. At Classical, is that right? So that was neat.I have also brought some Halloween characters with me: Our Secretary of Labor, Tom Perez. (Applause.) They are all dressed up as really outstanding public servants. (Laughter.) And Tom has just been doing extraordinary work. His lovely daughter is there, who’s a freshman at Brown. Your great senators, Jack Reed and Sheldon Whitehouse. (Applause.) Your outstanding Congressman, David Cicilline, is here. (Applause.) Jim Langevin is here. (Applause.) And we’re proud of both of them. But despite how much I love all the folks I just mentioned, the people I really came to see is you. (Applause.) Because every decision I make every single day -- all the policies I pursue as President -- are all aimed at making sure we restore the promise of this country for your generation and for every generation that comes after. Now, the good news is we’ve made a lot of progress since the worst economic crisis of our lifetimes. So when I first came into office, the economy was in a freefall, the auto industry was in a freefall. Banks were frozen up. We were losing 800,000 jobs a month. Over the past 55 months, our businesses have now added 10.3 million new jobs. (Applause.) For the first time in more than six years, the unemployment rate is below 6 percent. Over the past six months, our economy has grown at its fastest pace in more than 10 years. And in education, dropout rates are down, the national graduation rate is the highest on record, more young people are earning their college degrees than ever before. (Applause.) Good job, young people. In energy, we’re less dependent on foreign oil than any time in nearly three decades. Manufacturing -- the quintessential producer of middle-class jobs, the heart of Rhode Island’s economy for decades -- manufacturing has now created 700,000 new jobs since early 2010. Ten million Americans have gained the peace of mind that comes with having health insurance. (Applause.)AUDIENCE MEMBER: Thank you!THE PRESIDENT: You’re welcome.Deficits have come down. Health care inflation has come down. There’s almost no economic measure by which we haven’t made substantial progress over this period of time. We’re better off than we were. (Applause.)So, look, the progress has been hard. It’s sometimes been challenging in particular states. But it’s been steady and it’s been real. Now, the thing is, though, what’s also true is that millions of Americans don’t yet feel the benefits of a growing economy where it matters most -- and that’s in their own lives. There are still a lot of folks who are working hard, but having trouble making ends meet.I know that many of you are working while you go to school. Some of you are helping support your parents or siblings. Here in Rhode Island, and across the country, there are still too many people who are working too many hours and don’t have enough to show for it. And this isn’t just the hangover from the Great Recession; some of this has to do with trends that date back 20, 30 years. And I’ve always said that recovering from the crisis of 2008 was the first thing we had to do, but our economy won’t be healthy until we reverse some of these longer-term trends, this erosion of middle-class jobs and income.201506/378898And you will embody what it means for America to lead the world你们将以实际行动 体现出美国在世界上的领导Next week, I will go to Normandy to honor the men who stormed the beaches there下周 我将赴诺曼底纪念当年在那登陆的先驱And while its hard for many Americans to comprehend the courage and sense of duty that guided those who boarded small ships its familiar to you一般美国人可能很难体会到那份勇气和责任感是怎样为搭乘小船登陆的那些战士指引方向的但你们肯定很熟悉At West Point, you define what it means to be a patriot在西点 你们定义了什么叫作爱国Three years ago, Gavin White graduated from this academy三年前 加文·怀特从这所学校毕业He then served in Afghanistan随即赴阿富汗役Like the soldiers who came before him, Gavin was in a foreign land helping people hed never met同前辈们一样 加文来到了一片陌生的土地帮助一些素未谋面的人putting himself in harms way for the sake of his community and his family of the folks back home将自身置于险境 为了保护自己的家庭自己的国家Gavin lost one of his legs in an attack I met him last year at Walter Reed加文在一次袭击中失去一条腿去年我在沃尔特·里德医院看望过他He was wounded, but just as determined as the day that he arrived here at West Point and he developed a simple goal他虽然受伤 但仍和初来西点时一样坚定他有一个简单的目标Today, his sister Morgan will graduate今天 他根即将毕业And true to his promise, Gavin will be there to stand and exchange salutes with her加文今天将兑现承诺 站在这里同她相互敬礼201506/382220新津县妇幼保健院黄黑牙烟渍牙价格

Now, here you see-of course, as you go further on,如图所示-当然,当你将视线拉远,these trucks become like a pixel. Again, imagine those all back and forth there. How large is that one portion of a mine? That would be a huge, vast metropolitan area,相当于幅员广大的都会区,probably much larger than the city of Victoria. And this is just one of a number of mines,这只是众多矿场之一,10 mines so far right now. This is one section of one mining complex,这只是其中一个矿场的一部分,and there are about another 40 or 50 in the approval process. No tar sands mine has actually ever been denied approval,事实上不曾有任何油砂矿无法通过审核,so it is essentially a rubber stamp. The other method of extraction is whats called the in-situ. And here, massive amounts of water are super-heated and pumped through the ground,如图所示,大量水经高温加热后泵入地底,through these vasts networks of pipelines,通过管线,seismic lines, drill paths, compressor stations. And even though this looks maybe not quite as repugnant as the mines, its even more damaging in some ways. It impacts and fragments a larger part of the wilderness,它使更大片原野受到影响、离破碎,where there is 90 percent reduction of key species,导致关键物种减少90%,like woodland caribou and grizzly bears,例如北美驯鹿和灰熊,and it consumes even more energy, more water,消耗更多能源及水源,and produces at least as much greenhouse gas. So these in-situ developments are at least as ecologically damaging as the mines. The oil produced from either method produces more greenhouse gas emissions than any other oil. This is one of the reasons why its called the worlds dirtiest oil. Its also one of the reasons why it is the largest and fastest-growing single source of carbon in Canada,这也是使它成为加拿大最大、增长最迅速的碳排放源头的原因之一,and it is also a reason why Canada is now number three in terms of producing carbon per person.

People tend to think of prohibition as the ultimate form of regulation when in fact it represents the abdication of regulation with criminals filling the void. Which is why putting criminal laws and police front and center in trying to control a dynamic global commodities market is a recipe for disaster. And what we really need to do is to bring the underground drug markets as much as possible aboveground and regulate them as intelligently as we can to minimize both the harms of drugs and the harms of prohibitionist policies. Now, with marijuana, that obviously means legally regulating and taxing it like alcohol. The benefits of doing so are enormous, the risks minimal. Will more people use marijuana? Maybe, but its not going to be young people, because its not going to be legalized for them, and quite frankly, they aly have the best access to marijuana. I think its going to be older people. Its going to be people in their 40s and 60s and 80s who find they prefer a little marijuana to that drink in the evening or the sleeping pill or that it helps with their arthritis or diabetes or maybe helps spice up a long-term marriage. And that just might be a net public health benefit. As for the other drugs, look at Portugal, where nobody goes to jail for possessing drugs, and the governments made a serious commitment to treating addiction as a health issue. Look at Switzerland, Germany, the Netherlands,Denmark, England, where people who have been addicted to heroin for many years and repeatedly tried to quit and failed can get pharmaceutical heroin and helping services in medical clinics, and the results are in:再看看瑞士、德国、荷兰、丹麦和英国,在这些地方那些对海洛因上瘾多年,多次试图戒毒但失败的人,可以从医疗诊所获得药用海洛因和援助务,而这样做的成果是:Illegal drug abuse and disease and overdoses and crime and arrests all go down, health and well-being improve, taxpayers benefit, and many drug users even put their addictions behind them. Look at New Zealand, which recently enacted a law allowing certain recreational drugs to be sold legally provided their safety had been established. Look here in Brazil, and some other countries, where a remarkable psychoactive substance, ayahuasca, can be legally bought and consumed provided its done so within a religious context. Look in Bolivia and Peru, where all sorts of products made from the coca leaf, the source of cocaine, are sold legally over the counter with no apparent harm to peoples public health. I mean, dont forget, Coca-Cola had cocaine in it until 1900,and so far as we know was no more addictive than Coca-Cola is today. Conversely, think about cigarettes:相反,想想香烟:Nothing can both hook you and kill you like cigarettes.
