Japanese politics日本政坛To the district born出身很重要Political families are on the rise政治家族增多THERE is a saying in Japan that a monkey that falls from a tree is still a monkey, but a member of parliament who falls is a nobody. Apart from some opportunities in a tiny lobbying industry, there are few prospects for cast-aside politicians. So an approaching snap election on December 14th is sparking anxiety in the Liberal Democratic Party (LDP)—except, that is, among a swelling class of politicians who owe their positions in no small part to family connections. Botchan, or well-born “brats”, are prevalent in Japanese politics. More than two-fifths of LDP legislators are occupying safe seats in the Diet, Japans parliament, that were once held by fathers, grandfathers, uncles or in-laws. The total number in both houses of the Diet across all parties is climbing again, after a recent sharp fall in the lower house. They have to compete for their relatives seats, but they are normally a shoo-in. Eight out of 19 members of the cabinet have relatives who were in the Diet or in local politics. There are numerous advantages in taking up a family members position: a y-formed electoral machine of koenkai, or local supporters, and immediate name-recognition which makes it easier to win elections. If a hereditary politician is unfortunate enough to lose office, the familys clout in the constituency can secure a job in a local business to tide them over. The threat of ejection every few years holds little appeal for outsiders. It is one reason why the opposition Democratic Party of Japan (DPJ), with fewer dynasties, is struggling to find enough candidates to stand in the coming election. Many Japanese had hoped that the DPJ, when it was in power in -12, would ban politicians from taking over from relatives in local party branches. But it did nothing (and its first prime minister, Yukio Hatoyama, was a particularly hapless hereditary type). Now the public appears to regard the habit as a lost cause. There are still some critics, however, including among the many LDP legislators who had to claw their way up. Yuko Obuchi, a politician who took over her seat aged 26 from her father, Keizo Obuchi, a former prime minister, resigned from the cabinet in October after a storm of criticism over infractions of political-funding rules by members of her office. But the “princess”, as she is often known, is still likely to win a sixth term next month. Are the botchan bad for Japan? Shinzo Abe, Japans prime minister, has inherited the eagerness of his grandfather, Nobusuke Kishi, who was prime minister soon after the second world war, to revise the countrys American-written constitution that renounces the use of war. Many regard Mr Abes focus on this as a political weakness. Apart from being trapped by family preoccupations, hereditary politicians have difficulty challenging the interest groups that chose them. Yuji Tsushima, a retired LDP politician whose son, Juji Tsushima, is the fifth generation of MP in his family, attributes his familys influence to a decision after 1946 by his wifes uncle, the governor of Aomori prefecture, to hand over land to grateful farm labourers. But he sees flaws in the system. Having too many hereditary politicians, he admits, “is not good”. Will Monti run for prime minister? How to prevent Silvio Berlusconi from returning to power如何防止西尔维奥·贝卢斯科尼重掌大权With his restrained smile, laconic manner and dry humour, Mario Monti, Italy’s prime minister, makes a good sphinx. And that is the role he will have to play until the budget for 2013 is approved by parliament, probably on December 21st. Only then will he be able to cast aside the neutrality he must maintain as head of a technocratic government and announce whether he plans to stand in the general election now expected in February. The early vote became inevitable on December 8th when Mr Monti told Giorgio Napolitano, the president, that he intended to resign. By then, he had lost the support of Silvio Berlusconi’s People of Freedom (PdL) movement. The 76-year-old Mr Berlusconi then said he would be his party’s candidate for prime minister. He later cast doubt on this, even making a bizarre offer to stand down if Mr Monti wanted to take over his party—a sign perhaps that the former prime minister senses that his candidacy risks becoming an embarrassing catastrophe. It has run into a barrage of international condemnation and even Mr Berlusconi’s old chums in the Northern League are hesitating about whether to renew their electoral alliance with the PdL.12月8日,蒙蒂告知意大利总统乔治·纳波利塔诺辞职的打算,提前投票已不可避免。 Mr Berlusconi launched himself into the campaign with an implicit renunciation of the actions of Mr Monti’s government, which his party has until now supported. The billionaire media mogul has since depicted the government’s policies as unnecessarily painful and imposed on a Germanophile Mr Monti by the government in Berlin. He has scorned concerns over the interest cost on Italy’s vast public debt, which Mr Monti had almost halved before Mr Berlusconi’s reappearance panicked investors. And he held out to voters the prospect that he could undo the reintroduction of an unpopular property tax and reignite growth, something he signally failed to do in the eight years between 2001 and 2011 when he held power. Some of Mr Monti’s comments, obliquely countering Mr Berlusconi’s populist contentions, suggest he is itching to defend his government’s record. But those close to him say he is genuinely undecided about whether to run. The risks are considerable, and not just for Mr Monti. A central problem of Italian democracy is that both its main parties are an ideological hotch-potch. On the left, the Democratic Party (PD) is the offspring of a marriage between ex-communists and former Christian Democrats. On the right, the PdL is the outcome of a merger between reconstructed neo-fascists and Mr Berlusconi’s heterogeneous following of opportunists, ex-socialists, conservatives and the odd liberal. Mr Monti has the chance to lay the foundations of an altogether more presentable conservative movement: an Italian reflection of the principles that inspire the European Peoples’ Party in the European Parliament. The building blocks aly exist: the conservative Union of Christian and Centre Democrats (UDC); a new movement led by the chairman of Ferrari, Luca Cordero di Montezemolo, which was founded specifically as a vehicle for the prime minister; and other, smaller groups. Mr Monti could steal votes from the PdL, which is in danger of breaking apart despite Mr Berlusconi’s return and from the moderate wing of the PD. Above all, says Antonio Noto of IPR Marketing, “he could lure to the polls some of the 25% of Italians who say they are not tempted by any of the existing parties”, or even by the anti-establishment Five Star Movement led by Beppe Grillo, a former comedian. Big business and the Catholic church have aly signalled their support for the prime minister. And Mr Monti could prove a good foil for the slick, showy tycoon. Mr Berlusconi has been defeated twice in five general elections. Each time, his nemesis was another quietly-spoken economics professor with impeccable European credentials: Romano Prodi. The snag is that Mr Monti’s real adversary would not be Mr Berlusconi, but the leader of the PD, Pier Luigi Bersani, who has pointedly warned the prime minister to stay out of the fray. Without exception, the polls show the PD and its allies with a substantial lead. Under Italy’s electoral rules, whichever coalition comes first receives a bonus that guarantees it a majority in the Chamber of Deputies. But in the Senate the bonus is allocated region by region. The big risk for the governability of Italy after the election is a result that gives a coalition a majority in the chamber, but not in the Senate. A pro-Monti coalition would find it hard to overtake the PD nationally, but could ruin its chances of dominating both houses. A hung Senate might also give Mr Berlusconi, whose party has sunk to around 15% in the polls, his most realistic chance of retaining influence. But so long as Mr Monti was y to join forces with Mr Bersani after the election, the PdL could be pushed firmly into opposition, along with Mr Grillo’s representatives. Other calculations are weighing on Mr Monti. If he were to stand, he would have to give up his life senator’s seat. A decision to run could mean he lost his chance to occupy the Quirinal palace as Italy’s head of state when Mr Napolitano retires next year. That is where Mr Bersani would like to see him, as a guarantor of future reforms. Above all, there is the increasingly unfathomable Berlusconi variable. If Mr Berlusconi were to pull out, or his party to implode, the temptation for Mr Monti to pounce might become irresistible.

Its currently at 6 million, the fourth-largest in the major leagues. The only teams who spent more are the Los Angeles Dodgers, the New York Yankees, and the Boston Red Sox.You know, big city teams that compete for things like the World Series. The Tigers might have been paying like the big boys, but they werent playing like them.Through Saturday, the Tigers had lost 11 of their last 12 games. And they were losing them in the worst possible ways: by blowing great pitching performances due to anemic hitting, or by blowing gigantic leads through horrendous relief pitching—the most frustrating losses to watch. When the Tigers looked up, they were mired in fourth place, next-to-last in their division. It was only mid-May, but most pundits and fans were aly calling it a lost season. They predicted their manager, Brad Ausmus, might not survive the week. But how much blame can you really pin on a baseball manager?Unlike other sports, in baseball coaches rarely call plays. Most decisions, like when to pull a starting pitcher, or put in a pinch hitter, should be fairly obvious. The problem is Ausmus doesnt seem to be enrolled in either school. There are now two main approaches to managing: old school, where you trust your instincts, and new school, where you trust your computer—a method made famous in Moneyball. For example, when his starting pitching is throwing a gem, he pulls after the seventh inning, then watches Detroits woeful relievers blow huge leads. But when his starter is getting shelled, he sticks with him, for reasons no one can discern.Watching the Tigers lose games this way is an awesome thing to behold. And the fans love it!But theres more to managing than just making decisions. And Ausmus seems to be missing those tools, too.Ausmus predecessor, the salty old dog Jim Leyland, had plenty of critics. When he made all-star hitters bunt with men in scoring position, the fans booed—and should have. But Leylands teams always won. Everywhere. In the minors, in the majors, in the National League, and in the American League—at every level, in eight states, and five decades.Howd he do it?To be honest, I dont know, but he seemed to have the rare ability to connect with his players, and get the most out of them. They almost always had their best seasons playing for him.For Ausmus, it seems to be the opposite. They sign big money relief pitchers, and watch them bomb. But nothing cures a losing streak like weak opposition, and the Tigers have been blessed with a nine-game homestand, starting with the even worse Minnesota Twins. On Monday night, Detroit was in the process of blowing an eight-run lead, when Ausmus went out to argue a third strike call. He got so worked up, he ended up pulling off his hooded sweatshirt—the kind your kids forget at summer camp—and draped it over home plate. It was one of the strangest protests Ive seen—but it worked. The player he defended ending up hitting the game-winning home run.Ausmus missed the next game, because he had to serve a one-game suspension. The Tigers won anyway, which kind of cuts both ways. But Ausmus isnt dead yet. The rest of this homestand will likely determine if hell get a stay of execution. If he does, hed be wise to start trusting his instincts, and his players—or he soon wont be in a position to trust either.201605/445233
