I heard their stories, and I promised them action and I promised them a solution. And all over America, youre aly seeing that solutions start to take place. Take a look at whats going on Michigan, with Ford and General Motors and Fiat-Chrysler, and so many more. The jobs and wealth have been stripped from our country. Year after year, decade after decade, trade deficit upon trade deficit – reaching more than 0 billion last year alone, and lots of jobs. Thousands of factories have been stolen from our country. But these voiceless Americans now have a voice in the White House. Under my administration, the theft of American prosperity will end. Were going to defend our industry and create a level playing field for the American worker – finally. Today, I am signing two executive orders that send this message loud and clear and that set the stage for a great revival of American manufacturing. And you saw that today; you saw what happened, you saw the kind of numbers we have. The survey actually showed 93 percent of manufacturers are now optimistic about the future – a record high – and thats up from about 56 percent just a couple of months ago. Were going to build on that tremendous momentum. And were bringing manufacturing and jobs back to our country. First, Im signing an executive order to ensure that we fully collect all duties imposed on foreign importers that cheat. Theyre cheaters. From now on, those who break the rules will face the consequences – and therell be very severe consequences. Second, I am ordering the first-ever comprehensive review of Americas trade deficits and all violations of trade rules that harm the ed States and the workers of the ed States, just as I promised during my campaign. This review will be led by Secretary Wilbur Ross, who is joining us here today. Wilbur is an outstanding success story, an unbelievable businessman, a great but very, very fair negotiator, and on Wall Street, hes simply known as Wilbur, and everybody knows him. Were going to investigate all trade abuses, and, based on those findings, we will take necessary and lawful action to end those many abuses. I am not beholden to any political or financial interest. Thats why I defied the special interests and followed through on my pledge to withdraw immediately from the Trans-Pacific Partnership. And thats why I am taking these very historic steps today. The wellbeing of America and the American worker is my North Star. And these two orders will point out our nation, and point to everybody, point to the world. Next week, as you know, in Florida, the Southern White House, were having the President of China and a large group from China as representatives. And were going to get down to some very serious business. So we look forward to it. Ive spoken to him numerous times on the phone. We look very much forward to it. But its been very bad whats been happening to our country in terms of our companies and in terms of our jobs. So were going to start turning it around. And when everybody is assembled and fully in gear after these two orders, I think its going to be something very special.   Fifteen years ago, a September day that began like any other became one of the darkest in our nations history. The Twin Towers were reduced to rubble. The Pentagon was in flames. A Pennsylvania field burned with the wreckage of an airplane. And nearly 3,000 innocent lives were lost. Sons and daughters, husbands and wives, neighbors and colleagues and friends. They were from all walks of life, all races and religions, all colors and creeds, from across America and around the world. This weekend, we honor their memory once more. We stand with the survivors who still bear the scars of that day. We thank the first responders who risked everything to save others. And we salute a generation of Americans – our men and women in uniform, diplomats and our intelligence, homeland security and law enforcement professionals – who serve, and in some cases, have given their lives, to help keep us safe. A lot has changed over these past 15 years. Weve delivered devastating blows to the al Qaeda leaders that attacked us on 9/11. We delivered justice to Osama bin Laden. Weve strengthened our homeland security. Weve prevented attacks. Weve saved lives. At the same time, the terrorist threat has evolved, as weve seen so tragically from Boston to Chattanooga, from San Bernardino to Orlando. So in Afghanistan, Iraq, Syria and beyond, well stay relentless against terrorists like al-Qaeda and ISIL. We will destroy them. And well keep doing everything in our power to protect our homeland. As we reflect on these past 15 years, its also important to remember what has not changed – the core values that define us as Americans; the resilience that sustains us. After all, terrorists will never be able to defeat the ed States. Their only hope is to terrorize us into changing who we are or our way of life. Thats why we Americans will never give in to fear. And its why this weekend we remember the true spirit of 9/11. Were still the America of heroes who ran into harms way; of ordinary folks who took down the hijackers; of families who turned their pain into hope. We are still the America that looks out for one another, bound by our shared belief that I am my brothers keeper, I am my sisters keeper. In the face of terrorism, how we respond matters. We cannot give in to those who would divide us. We cannot react in ways that erode the fabric of our society. Because its our diversity, our welcoming of all talent, our treating of everybody fairly – no matter their race, gender, ethnicity, or faith – thats part of what makes our country great.
